The Network meets as a forum for the sharing of useful Scouting and Guiding knowledge and experiences and which ultimately bring young people and their leaders closer to evangelical opportunities.
Issues for the Network include:-
the opportunity to share knowledge and differing experiences with each other.
an opportunity to discuss issues which are common to us all and to make a decision together.
providing a resource for Territories* which lack resources and expertise for the introduction and/or development of Scouting and Guiding in their areas.
how it may continue to bring Scouting and Guiding closer to the youth and children’s work of the Salvation Army.

Issues for future work within the Network forum:
The development of a 5-year plan to include:-
‘Start-Up’ material for those countries/groups who need help to implement a Scouting/Guiding programme.
supporting the ‘Start-Up’ plan by creating fund-raising projects.
the support of new leaders in Territories* which have little or no Scouting/Guiding expression.
providing training/learning opportunities with more experienced leaders.
providing financial support by helping to bring leaders from less developed areas to the Network meetings, thereby providing them with a’voice of opportunity’.
The Network continues to be a common and vital link between its members, THQ’s and IHQ concerning relevant issues.
Past issues dealt with by the Network:
A common Mission Statement which was accepted by the representing Territories*.
A common badge to be worn by S.A. Scouts and Guides across Europe was agreed upon by the representing Territories*.
The planning and implementation of Salvation Army International and National Scout and Guide camps to take place across the various European Territories*.
The common desire from all representatives of the Network to bring more closely together those who are working in Territories* where the Scouting/Guiding expression is at present, very small.
